Zone Zero Requirements in the Hollywood Hills

Zone Zero (officially "Zone 0") is California's new ember-resistant zone law (AB 3074): the first 5 feet around your home must be kept free of combustible material if your parcel sits in a Very High Fire Hazard Severity Zone. In Hollywood, LAFD enforces it, and the hillside neighborhoods from Laurel Canyon to Beachwood Canyon are squarely inside the zone.

Why the first five feet

The Sunset Fire was the warning. The law is the response.

On the night of January 8, 2025, in the same windstorm that drove the Palisades and Eaton fires, a brush fire broke out near Runyon Canyon. Evacuation orders swept the Hollywood Hills from Hollywood Boulevard up toward Mulholland, and streets below jammed with cars. Crews stopped the Sunset Fire at roughly 43 acres before it reached homes.

That near miss is exactly the scenario Zone Zero is written for. Wind-blown embers travel far ahead of a fire front and land in mulch beds, wood fences, and dry plants pressed against siding. In canyon neighborhoods where houses stack close on narrow streets, the first five feet decides whether one ignition becomes a block.

The Requirements

Who enforces it

LAFD enforces Zone Zero in the Hollywood Hills

Hollywood is City of Los Angeles territory, so the Los Angeles Fire Department is your Authority Having Jurisdiction. Its Brush Clearance Unit already inspects hillside parcels in the Very High Fire Hazard Severity Zone every year, and Zone Zero layers onto that program. Enforcement is education-first under the April 2026 state draft, but the requirements are stricter than brush clearance: everything in the first five feet, not just vegetation.

One rule, six very different canyons

The Very High zone in Hollywood is not one neighborhood. Each pocket of the hills has its own terrain, street pattern, and fire problem:

Laurel Canyon

Dense hillside housing on narrow, winding streets. Evacuation routes are few, which makes ember-resistant homes matter more.

Nichols Canyon

A single main road in and out, with brush slopes rising directly behind rear property lines.

Beachwood Canyon

Hollywoodland's 1920s homes sit below the ridgeline and beside Griffith Park, where 817 acres burned in 2007.

Outpost Estates

Large lots with mature landscaping, much of it planted decades before anyone thought about ember zones.

Tucked against the Cahuenga Pass, where freeway-corridor ignitions have started brush fires before.

Quick answers for Hollywood Hills homeowners

Is this the same as LAFD brush clearance in the Hollywood Hills?

No. LAFD brush clearance regulates vegetation out to 200 feet and already applies to hillside parcels above Franklin Avenue. Zone Zero is a new, stricter layer: everything in the first 5 feet, including fences, mulch, and stored items, not just brush.

I live in the Hollywood flats, below Franklin. Does Zone Zero apply to me?

Probably not, but check your parcel. The Very High Fire Hazard Severity Zone in Hollywood generally follows the hillside terrain north of Franklin Avenue, and zone boundaries follow the official maps, not intuition. Some streets at the base of the canyons fall inside the zone.

The Sunset Fire did not burn any homes. Why do the rules still apply here?

The January 2025 Sunset Fire near Runyon Canyon forced evacuations across the Hollywood Hills and was stopped at roughly 43 acres in extreme winds. It was a near miss, not proof of safety. The same terrain and the same winds remain, which is exactly why the hills sit in a Very High Fire Hazard Severity Zone.

When does Zone Zero enforcement start in Hollywood?

Final state regulations are expected late 2026. New-fence and rebuild rules apply immediately at adoption. Phase 1 clearing of the 0-5 ft zone for existing homes is estimated for 2027-2028, and LAFD enforcement begins education-first.
